Is this a typo? a malaprop? or an actual expense>extent eggcorn?

Fed’s gain would be SEC’s loss?
Bloomberg says such an increase in Fed power would come at the extent of the hapless Securities and Exchange Commission.

I think “A’s gain is B’s loss” is nearly equivalent to “at the expense of B.” I don’t see any eggcorn-like related imagery here, though. And a Google search for “come at the extent” returns only one additional hit.

While “at the extent of” returns about 617,000 raw hits, most of them seem to intent “extent” rather than “expense.”

Curious – but there does seem to be some eggcornish overlap here: being over-extended can mean taking on a greater debt than can be managed, or mortgages can be extended when the current expense becomes too great. Perhaps to pay is to be extended or ‘stretched’ , and ‘stretch’ is often used as a metaphor in describing financial matters.
