A new broom?

To deal with a range of issues collectively / at one time , is referred to by dealing with matters “In one fell swoop” – an analogy that relates, I think ,to the way a bird of prey lands on and dispatches its victim.
A friend recently referred to a similar strategy by stating he would deal with the issues “In one foul sweep!”
