I think this potential eggcorn came about as the result of confusing ‘unlease’ with ‘release’ – ‘release the dogs of war’ has the sense if not the impact of the original. Also, lurking in the wings, we have the expression “a new lease of life” which the newly unleashed dogs may bound off into?
