Flit” means to move erratically from one place to another. I just don’t see what imagery “flit the bill” would conjure up. I’m guessing this is nothing but a malapropism with no thought given to the meaning of “flit.” Has anyone else heard or seen this—or am I the only one?

Jorkel, l could understand flitting the bill if the intention was to avoid payment – a ‘moonlight flit’ involves moving house secretly to avoid debtors (10,900 ghits) – but that doesn’t seem to be the case in your examples. There is also the expression ‘fit(s) the bill’ which may be contributing to the confusion?
