To “clamp down” means to impose restrictions …akin to placing a clamp on a rubber tube with the intention of restricting flow. Perhaps some people are not familiar with the notion of a clamp and might hear the word “clam” instead. The relevant imagery surrounding a clam is that it is tightly closed. So, to “clam down on” something implies closing it down/off.
