Just heard someone use this in a documentary, and there are several google hits:

Obviously these people are thinking of “shots” in the sense of attempts, as in to “take a shot” at something… which gives it a meaning slightly different from but similar to the original… “pulling out all the stops” on an organ, to use all of your resources to achieve greater effect.
