Nice find. At first I thought this might simply be a malapropism: “Running” means “ongoing over a period of time,” and “run-on” means “continued without formal break.” But then I decided that “run-on” has a workable imagery which captures a more negative connotation: a sense that something has simply violated its limit of appropriate use. So now I’m thinking it might be an eggcorn.
