“Jowl” is slack flash associated with the lower jaw or throat. (I’m not sure whether it’s etymologically related to jaw, however). But clearly, “jaw” is the more common word. Clearly the only place one is going to detect “jaw” in place of “jowl” is in an idiom like “cheek by jowl” (which means very close together). Apparently, anyone who is “cheek by jowl” is probably also “cheek by jaw” ...except that the latter isn’t idiomatic the way the former is.
