To “surmise” means to infer …usually from incomplete information. When someone surmises something, he might provide a laundry list of that incomplete information to support his conclusion. In providing such a list, that person may actually feel like he is summarizing his understanding of the situation. So, a person might actually move away from the usage of “surmise” and favor “summarize” instead. This might not always be an eggcorn, but some of usages seem to suggest so—particularly if they contain “from” in their construction.
