A person who has been metaphorically hamstrung may well feel that they’ve been “stricken” by enforced ineffectiveness or paralysis. And the literal meaning of “hamstrung” – having your hamstrings cut by a sword or knife – might also be part of the mix here if people are thinking about a “strike” by a weapon; but that seems a little less likely. This is fairly rare – no more than about 2 to 3 dozen. Examples:
