"hand-handed" for "ham-handed"

This is something of a footnote to the Database entry on “hand-fisted” – yet another member of the large “ham/hand” family. This tautological reshaping is very rare and a bit odd: “hand-handed” hardly sounds negative, but the authors of the sentences cited below clearly see it as a badge of shame. Examples:

This conference did not enjoy the patronage of the then Sirimavo Bandaranaike’s Government. On the final night of the Conference, 9th January, the Police by their hand-handed action in baton-charging and tear-gassing the massive crowd that had gathered there for the final meeting created panic and confusion resulting in the death of 9 innocent persons.
