'seal level' for 'sea level'

I’m not sure whether ‘seal level’ is the elevation at which seals frolic or the elevation below which land must be sealed against the oceans, but either way, the phrase is pretty common. Examples:

We were going to consider Tampa on our move also but what really concerns me is that they are under seal level, so I considered that a real minus.
