Viscous Circle

Shouldn’t that be a vicious circle?

I came across this today in a PowerPoint presentation by a non-native English speaker. I can understand the logic. He was speaking of getting bogged down or stuck in the same repetitive series of actions that interminably lead one to the other. A little like trying to break out of thick, viscous quicksand.
