It seems a number of people who use cell-phones are wont to stroll down through the lists of names in them.

It seems eggcornous to me. It’s standard, they don’t realize it should be “scrollâ€, and the imagery fits. So well that some who may well use “scroll†in these cases may use “stroll†as a metaphor occasionally:
Take a stroll down the list and pick up a few here and there.

There’s an obvious bit of blending – “stroll down the (lane, etc.)” plus “scroll down”, but that doesn’t necessarily effect eggcornicity one way or the other.
