This seems a different version to the ones in other threads:
“”Here, too, the historical evidence is unequivocal that various planets once participated in a polar configuration and >>wrecked havoc>> with the inner solar system. The question is how we are to understand this history from the standpoint of physics? ””
[seen in the wild at http://www.maverickscience.com/saturn.htm]
A thesaurus gives a synonym for WREAK HAVOC as WRECK, but not WRECK HAVOC.
Google finds others:

I heard someone say “wreck havoc” this morning on the radio, in discussions about how to build a gingerbread house. In fact, it sounded more like wreck habit. There are scores of people wreaking habit.
And what to his wond’ring eyes did appear:
Amy will play Claudia who is Brady’s ex-fiance (unbeknownst to Cheeks) who shows up in time to wreck habit on their wedding.

There are quite a few examples of “wrack havoc”. For instance:
Thirteen people were killed as heavy monsoon rains wracked havoc in north and east India

Since “wrack” can mean “1. collapse or destruction (esp in the phrase wrack and ruin) 2. something destroyed or a remnant of such” (Collins Dictionary), it’s plausible that there’s an eggcornish meaning confusion in some perps’ minds. And, since “wrack” can also refer to seaweed cast up onto the shore, there could even be a connection there, especially in reference to monsoons and other ocean-related disasters.
Here’s another variation:
Colorado floods rack havoc.
