"First on seen" and "seen of the crime"

The first to arrive at the scene of an accident can be thought of as “first on seen”. Seen as in witnessed? Or simple seen/scene pail? The visual angle gains support from the later examples below, which place witnesses at the “seen of the crime”. The pail angle gains strength from a lack of instances of “first on seeing” or “seeing of the crime”, though I didn’t look too hard.

Marine accident:
Just got in from fishing with Captain, Don Davenport (RANGER)
they were the first on seen and the guys were afraid to let go of the capsized boat.
