‘Hoover’, the verb, is one of those commercial names that got turned into a general term, like ‘Jello’ and ‘Kleenex.’ The change to ‘hover’ is eggcornish because when you hoover up some crumbs or dirt, you keep your vacuum cleaner hovering above the surface to be cleaned. Or, perhaps, the crumbs themselves hover as they’re being sucked upwards. Examples:
I tend to not gravel vacuum my planted tanks, but I do hover up the loose stuff that collects at the base of the plants.

Perhaps the re-imaging relates to what is vacuumed up rather than to the machine itself. A Hoover makes the dirt hover before it disappears into the maw of the machine.
