Google had 142 (about 60 unique) occurrences of “kept on a short lease” vs. about 16,800 of “kept on a short leash”. Strangely, one example I noticed concerning an unruly dog, said his owner was ordered that he be “kept on a short lease”. See CBC Toronto – York cop shoots rampaging dog . The first example I saw just had “on a short lease”, but a search for that gave entries mostly about renting on a short-term lease.
