An Overton window is the range of political discourse that the public is willing to entertain; ideas outside that window will fall on deaf ears or, to continue the metaphor, run into a wall of indifference. It’s named after free market tank thinker Joe Overton.
An overtone window appears to change the frame of reference to a range of overtones in a debate, in the sense of “additional, implied or hidden meanings”.

But as had been mentioned here on jukwaa the overtone window shifted around October 2006. Since then Kenyans do not want to hear about tribal alliances and intrigues.

To complain about their reasoning is a necessary step to shift the political discourse, because it undermines the credibility of these pundits and complicate their shifting of the overtone window.
