'primus inter paris' for 'primus inter pares'

I’m not sure what the preceding poster was getting at, but his comment prompted me to look for this. First among the Parisians? It shows up mostly on non-english websites and looks like the name of a band. Here are some genuinely accidental substitutions:

The KaKhan of the Dark Horde, for example, is a “primus inter paris” sort of figure; a “first among equals” as opposed to an absolute ruler.
