Leveraging fines vs. levying fines

Today on the radio I heard someone refer to imposed fines as “leveraging fines”. Stunned to NOT find it in this database. Its all over the internets:

Good spotting, Greg, and welcome to the Forum. You have found an eggcorn that ten years of searching on the Forum has missed.

“Leveraging fines” is surprisingly common on the Web.
