Under the ages of… In the reign of? Or just a mondegreen. Look at the very obscure definition provided by “lawteacher,” the third hit, where under the ages of looks like “under the influence of, a philosophy of,” as if in a certain epoch.

The European Union Contest for Young Scientists is organized yearly, starting from September, 1989 under the ages of the European Union.

Hold on, it’s quite likely that ages is a spellcheck correction for the misspelling ageis. The latter is far more common in the context than is “under the ages of.”
