Clearly related to http://eggcorns.lascribe.net/contribute/#comment-442, but the imagery is probably different; sugar coding may involve changing the representation, making it more palatable, while a code of arms is a more straightforward symbolic substitution, I would guess.
Do you mix sugar with your soursop drinks or popsicles? (It’s one of my favorite flavors in the world.)

There’s also the medical sense of “code.” As a verb, it means (1) to die of cardiac arrest or (2) to respond to someone having medical problems with full resuscitation procedures.
