SPEAK PROOF (versus TRUTH) TO POWER

We have a common cliche now, because USA political leaders do not want bad news. We say that people must SPEAK TRUTH TO POWER, meaning that we need to tell the emperor that he is naked, regardless of the consequences. I have heard people say SPEAK PROOF TO POWER, rather than SPEAK TRUTH.

So, I googled this. I got 11,200 instances for PROOF TO POWER, but I only got two hits for SPEAK PROOF TO POWER. It appears that “proof to power” is some sort of electrical term. And, based on Google, it appears that almost nobody makes the mistake of SPEAK PROOF for SPEAK TRUTH.

But I do not believe it. Maybe I just do not know how to operate Google well enough.
