Perhaps the idea is that the right kind of seal (or other security measure) protects against tantrums. Some examples:
Pack containing interconnected batteries. It is Temper proof and error free. The Polling data once recorded is retained even when the power pack is removed.

The word “temper” is indeed richly polysemous. In addition to “temper tantrums” I can think of “soldiers tempered in battle” (made tougher), “tempered iron/steel/glass” (made harder or softer, depending), and “justice tempered with mercy” (made less absolute). Merriam Webster’s Collegiate Dictionary 10th ed. includes as synonyms MODERATE, GOVERN, RESTRAIN, MOLLIFY, TOUGHEN, ATTUNE; MEAN, MEDIUM, CHARACTER, QUALIFY, TREND, COURAGE, DISPOSITION, COMPOSURE, and PASSION.
Still, in all this I can see no meaning that makes sense with regard to either difficult-to-open containers, or containers that show the trace of having been opened.
Might one call this a demi-eggcorn (as in “softmore” for “sophomore”)?
I’m surprised that “tamper” is unfamiliar enough to occasion reshaping. Is it possible that these are misspellings?
