since ‘pom’ is a (mildly offensive) Australian term for a British citizen, it makes some sense that it gets into the name of this quintessentially English set of marching tunes.

Hilarious! This has to merit some sort of award for best straight-faced entry of the year. Pom and Circumstance. Classic!
An Aussie student explained to me once (tongue-in-cheek) what the Australians had against the pommies: they whinge. And not the pommies alone. The general calculus was “whinging bloody X”, where X could be pommies, Taswegians or kiwis.
Both pomp and circumstance are probably quite familiar to most – I learned to play this march in Junior High School. But pump is more familiar, as in, “He was pumped” (enthusiastic) or “pump up the volume”. So Pump and Circumstance would convey that something was ceremonious, or elaborate:

I suppose the motivating image behind “pom and circumstance” could be “pom-poms and circumstances.” Pom-poms are symbols of exuberance, and “Pomp and Circumstance” is often played by school bands that have pom-pommed cheerleaders at the front when they march. Pom=Brit is the funniest, of course, but it is almost too funny to be true.
