I also am puzzled by how the imagery of a raft fits into the picture. Are we frantically (or feebly) treading water and God’s raft is bearing down on us, threatening to push us under for good?

Reminds me of a wonderful one-phoneme(/letter) slip where somebody said we don’t have to worry, because no matter where we are or what we are doing, God always has us in his sights.
