I saw “weeded their way into positions of power” somewhere or other. Plenty of examples:
Corrupt politicians had weeded their way into places of power
those colorful, plastic storage containers which have weeded their way into the popular consciousness
how exactly they have weeded their way into every little part of irish society in the first decade
The original expression was “wheedled” meaning something like “Insinuated, talked” but “spread like weeds” seems to be what’s here. “Weeding” means “pulling up weeds” of course, so it’s an interesting addition to the Janus words that mean two different and sometimes contrary things.

Good ones. “Weed into” might be part of a fairly sizable fuzzy spot that should be cordoned off for public safety: Weed, weasel, wheedle, widdle, twiddle, little, whittle, wriggle, wiggle, willow, window, winnow, wither, whither, and maybe weighed in on, wade in on, wage in on, wager in on.
The wheedle room there is that there is no apparent set-in-stone guideline as to when something may or may not be labeled as “tax”.
