Not sure it’s an eggcorn, but neither is it merely a straighforward spelling mistake. In the context of graduation, there seems to be a confounding effect, with the “d” from “graduation” sneaking into “congratulations’. Note the many variations and extensive discussion at:

Also at cakewrecks, “congradulations on your conformation”. Apparanly the site owner received several emails from people who genuinely believe that “conformation” is the correct spelling for “confirmation”. I think this one is a genuine eggcorn, because there is an element of conforming to rules in the confirmation on one’s faith:

I like it. You can hear the adulation in congradulations. But instead of spreading it on too thick, one can spread one’s esteem out over time – with congradualations (about 3000 ughits).
