"capping trade" for cap and trade

The Copenhagen conference on climate change is going on this week. I thought I’d go looking for instances of people fuzzy on the concept of “cap and trade”. The idea of carbon cap and trade policies is that a government first decides on a cap, or maximum carbon dioxide emission rate, for different industries. Those industries will then try reduce their emissions to that level, or below, in order to trade their carbon credits to other industries that haven’t succeeded in reaching the cap. It’s an alternative to fines or taxes. There are eggcorns in there waiting to be laid, by anyone who thinks the cap is on trade, as another instance of government interference.
