“Hampering efforts†to do something can certainly “deal a blow†to those efforts. In the citations below, I’ve tried to exclude instances where “hammer†appears to mean mainly “criticize.†I’d guess there are fewer than 20 instances of “hammer(s)(ed)(ing) efforts,” but changing the noun would probably bring up more citations. Most instances unsurprisingly come from newspapers and other forms of media. Examples:
