This one has at least two variants: give short thrift and pay short thrift . The former is more common.

I suppose that short thrift means not much money has been saved up to later be dispensed, whether by giving it out or by paying it out. So anyone paying short thrift is giving less than might be normally expected.

I suppose pay short thrift involves blending with pay little heed/attention and perhaps other idiomatic phrases with pay.
