The term catch phrase was modelled on a catchword, which was originally a guide word that pre XIX c. printers placed at the bottom of a page to indicate the first word of the page following. “Catchwords” now refer to words representative of, or adopted by, a group, political or social cause, idea or movement. A cache phrase seems to imply a phrase kept in storage to be brought out when the occasion presents itself, or, as in the third example, a phrase containing stored wisdom.
Related forms of this confusion have been posted here before, as catchet for cachet and cachet for cache, where a connection in the mind is posited between cache and cachet.

The “cache phrase” version seems to me to be an eggcorn. “Cash phrase” I’m not so sure about. But it may be. Good finds.
