This seems to be a widespread pun that is especially used in India and Pakistan.

But there are plenty of hits where it seems to be used without intentional punning:
‘A need that could only be fulfilled by world wide collision government protecting the interest of all human beings across the globe’
‘Is Big Society set for a showdown with the collision government?’
It’s hard to tell who’s punning and who isn’t.

Nice find, J23, and I agree that some seem genuinely eggcornish. There is another variant, less pleasing to the ear, and mainly from non-native English users, where the likelihood of secrecy and deceit is probably accidental:

Lawyer Jirga collides with Taliban, Pakistan Tribune
The very formation of the Jirga is flawed as the peace in Afghanistan is torn only by the Taliban who are fighting against the NATO forces, and they are being kept out of the Jirga! It is beyond understanding, when Karzai himself and the collision forces in Afghanistan are willing to hold talks with the anti-collision militia(Taliban), why Pakistan is being kept away from them.
Job hunting in Iraq
I am currently employed with Gulf Catering Company, sub contractors of KBR ( Kellog, Brown & Root), prime contractors for support services to collusion forces in Iraq.
It’s pretty clear the latter has no clue what ‘collusion’ means.

This might be more of a typo or other reshaping, but perhaps “coolition” is when people or organizations that are cool with each other work together.
