'muddles the waters' for 'muddies the waters'

I’ve just come across this very reasonable substitution on the Economist online and am surprised that it doesn’t seem to have been mentioned before:

I sometimes ask about the expectations when abroad and uncertain, but usually find the answer muddles the waters even more.

... things are already very complicated in the South China Sea, and having the US step into this pond further muddles the waters.

Regardless of whether this post is satire or nor, it certainly muddles the waters rather than bring some clarity to the debate that started …

Religion just muddles the waters and complicates things.
