Just heard this on the radio, and there are a large number of google hits for it. Clearly ‘foil’ is a more common word nowadays than ‘folio’ so the reshaping is a logical one. I like the image of having a crinkly layer removed.
Both have the same origin in the Latin for ‘leaf’.
Did you know that ‘foiled again’ has nothing to do with the sport of fencing but means the scent has been trampled on? The word is etymologically linked with ‘fuller (one who tramples on cloth)’.

Since “foilage” is a very common mispronunciation of “foliage” (by Marge Simpson, in addition to real people), this eggcorn is not at all surprising.
