The sentence is about poor people needing public assistance. I’m pretty sure the author was thinking of the phrase “sorely needed”, but reinterpreted it as “sorrily needed”, as in, it’s a sorry thing that it’s needed, or that the author or unnamed people are sorry that it’s needed. Which doesn’t mean the same thing as “sorely needed”, but could probably be used in its place most times. Eggcorn?

Very cool find, and it has such a familiar ring to it … I’m sure I’ve even used it in my unguarded moments! (So remind me to put this one on my top twenty list for 2011).
Though, I wonder if there are circumstances where “sorrily” is the correct choice and gets replaced by “sorely.” For instance, is it proper to say that someone is “sorrily missed” or “sorely missed”? Lots of examples of both on the web, and I must admit I need some clarification. (What exactly is a proper usage of “sorrily”?)

It might be a blend with the original sense of sorry, as in to be in a sorry, unfortunate state. Also, regrettably, regretfully and sorrowfully.
