From Reddit. The second person account in the first hit says it all. The idiom must come from carny challenges, like the one where you tried to sledgehammer the weight up to hit the bell.
“Close but no sugar” But he said sugar like “cigar” so like Shoo-gar. He was convinced that was what the saying was, – hilarious – I laughed for a good 10 minutes.
