making treadway

Just heard this in an online discussion (Bob Beckel was speaking about trying to persuade China and India to cut carbon emissions:)

they won’t get much treadway on that [issue]

It was pretty clearly a blend of getting traction with making headway (and, perhaps, tracks).

Of course it’s online too:

accomplishing as many goals possible, to gain as much treadway available

Eventually, the Little League Raiders started making some treadway, as they were able to get into Giants’ territory, and then get into field-goal range,

Is there some eggcornishness in the connection between making tracks and laying down a treadway behind you? Measuring your progress not by how much distance ahead you achieve (headway) but how much distance you leave behind you? The word seems to be used sometimes to mean a trodden track:

There wasn’t much treadway and in the willows even that vanished entirely. Without blazes we had little chance of staying on course

we would be too simple-minded to understand it* .
