Seeing the recent picture in the news of the graffiti saying “No illeagles here”, I did an Internet search. I’m not sure about the significance (if any) of the fact that the first 3 examples I found were all on Q&A sites.

Re: possible eggcornish meaning confusion—Maybe people are thinking of the eagle as symbolizing the government (as in the USA), in which case ill-eagle activities would be those that bother the government. A bit of a stretch, I suppose.
