A “lien” is a charge on a property to satisfy a debt. To “lean on” (s.o./s.t.) means ” to put pressure on someone or something to get what you want” (according to the Freedictionary website). Consequently, one may imagine putting “a LEAN on” a property to induce repayment of a debt.
