"dear I suggest" for "dare I suggest"

There are a lot of hits online that are just people using “dear” as a noun of direct address, but in some instances, especially those ending with a question mark, I think “dear” is a substitution for “dare”.

Might it be a spelling mistake, thinking dear rhymes with bear. Tear:tear dear:dear. (Tomato:tomato).
