'wholly Roman Empire' for 'Holy Roman Empire'

The phrase ‘wholly Roman empire’ enjoyed a brief vogue among British journalists in describing the purchase of a UK football club by Russian kleptocrat Roman Abramovich. These account for the plurality of ghits, but there are others that look like legit eggcorns, e.g.,

Heinrich the Sit, the first German King as well as Emperor Otto the Sit, founder of the Wholly Roman Empire of the German Nation, held courts ... … blob_id=16

Why did they call it the ‘Wholly Roman Empire,’ when there were so many people who weren’t Roman living in it? far as I know (and that’s not very far) abortion as sin came Out of the whole Wholly Roman Empire / Rise of Christianity thing ... … gister.php
