A few years ago before the qualification became well known I saw an apology in the Daily Telegraph explaining that the article on a previous day had meant to refer to NVQ’s not envy queues!

Surely a transcription error rather than an eggcorn.
Unless the idea was to suggest that people with these qualifications may in fact be forming a queue out of envy of those with proper degrees!
