The doll queue

My advice to the state government is to back off this ridiculous plan of yours or risk joining the doll queue after the next election

Short of asking people in the doll queue if they are feeling particularly feckless today it’s pretty hard to tell.

On a personal note I have to walk past the doll queue and housing association offices on my way to work

The best thing is that it keeps Kiwis employed and off the doll queue.

The pronunciation is good enough for me though the semantics are elusive; I can see in my mind’s eye a line of listless people waiting to sign for unemployment benefit or for some kind of hand-out.

Does AmE have the expression?

It’s worth mentioning that these are people who can spell queue (or their spellcheck can).

Kind of an inverse of the pole tax (not the Texas strip-club pun, but the malapropistic spelling that’s been around a long time for the capitation tax.)

The notion of a line of listless, bored people also fits with:

literally thousands of people who once were word warriors have joined the dull queue of job hunters.

These games will help you to find some relaxation in the crowded bus or the dull queue which spoil the entire mood …

eventually it was time to leave the dull queue and do something else of my life.

Probably most of these have nothing to do with the dole anymore. They heard the phrase and thought it was (or at least it could be used as) a synonym for Dullsville.
