I stumbled upon this the other day, and it sure “sounds” to me like the writer may have used “twittering” for “tittering”:
most of the other commentary on this issue has been mainly juvenile twittering as if the very mention of the word penis should make us giggle.

Unfortunately, twitter << titter is one of those possible eggcorns that is very hard to distinguish from non-eggcornical examples. And doing the web search in this age of Twittering social media makes any possible eggcorn examples real haystack needles. Lengthy perusal of the results of a search on “twittered at” yielded only this one other possible eggcornish use:
In each case, no actual disruption was recorded (although there was some twittering at Fraser’s use of double entendre), but the majority opinion in each case clearly upheld the schools’ silencing of these students.

So then, not a strong case for the eggcorn, but maybe a heads-up to keep our eyes and ears open for possible examples…
