If they spend their time chewing the rag, why not? Raggedness also implies lack of order, haphazard (dis)organization, that sort of thing; ragtime music was presumably not as disciplined as other types, including perhaps most saliently classical music. There are semantic connections, even though I agree it is not a clear, full-fledged eggcorn.
