Let me start by saying that “counterveiling” might simply be a misspelling of “countervailing,” but I’m wondering whether there’s more to it than just that. One definition of “countervail” is “to exert force against an opposing and often bad or harmful force of influence.” (The notions of “bad” and “harmful” may not be paramount in this definition, but perhaps they contribute significantly enough to the imagery.)
Let’s skip now to some notions surrounding “veil;” There are “veiled threats” and there is a “veil of secrecy”—both carry negative connotations. Perhaps some believe that official policy is implemented in a veiled manner, so any “counterveiling” force opposes it. Or, perhaps to others, those countering forces are the veiled ones.

“Counterfailing” and “counterwailing” sound like intentional alterations. The latter sounds like it might even be derived from some other base word… counterwielding, perhaps?
