This has nothing to do with biology or evolution, but is an eggcorn for “prelims”, itself short for preliminaries.
Why might this happen? Here is my thought: since races are usually run in “legs” and legs are limbs, the qualifiers to get into one of those legs must be a “pre-limb”. Am I stretching this a bit? Maybe. But googling “pre-limb” still brings up about 450 results, most of them sports related. There are still some science articles about actual prelimbs in there, but I would say there are nonetheless a hundred or so examples of it. Here are a few:

Just about all of the sites are amateur, that is to say I don’t see sites for professional organizations or newspapers in there. The results are mainly myspace-type sites, or blogs.
