SEEDING ground (ceding)

Recently I heard the usage “ceding ground” and was struck by the potential for an eggcorn “seeding ground”—which would clearly have both a concrete imagery and possibly a different meaning from the original.

Whereas “ceding ground” means “giving up ground,” it would appear that “seeding ground” takes on a meaning akin to “creating conditions which foster or incite (counter)action.”
